Circuit Board vs. Spa Pack vs. Topside Control — What’s the Difference?

These three components work together but fail independently:

  • Circuit board — the “brain” that controls heating, pumps, and relays. Often replaceable on its own if the enclosure and heater tube are still good.
  • Spa pack — the complete assembly: circuit board, enclosure, terminals, and heater tube together. Usually replaced when the enclosure or heater tube has failed, not just the board.
  • Topside control — the panel you press buttons on. Communicates with the board via cable; a bad topside can mimic a bad board.

How to Identify Your Balboa Control System

Check for a label inside the equipment bay listing the board number, pack model, or chip number. The topside control usually has its own label on the back or underside of the panel. Your spa’s serial number sticker also helps confirm which generation of Balboa system you have (VS, EL, BP, Value, or GL Series).

Common Symptoms by Component

  • No power / dead spa — often the spa pack or a blown fuse on the board
  • No heat, FLO or HL errors — can be board, sensor, or flow-related
  • Topside unresponsive or garbled display — often a cable or topside issue, not the board
