Capping a port raises pressure at the remaining three. That is sometimes deliberate, but if you are replacing a manifold because jets felt weak, check for a blockage before you start capping ports.

This is the water manifold — large slip connections, plumbed off a pump. Air manifolds are the smaller barbed ones fed from an air control, and the two are not interchangeable.
